VII) Reiatsu
To prevent a seeming infinite amount of energy, characters have a limited amount of Reiatsu/Chakra. Each Class has a different amount and limitation. Here is a list of how much each class has, and how much reiatsu techniques of that class use up.
Characters:
E Class or Class 7 - 50 Reiatsu
D Class or Class 6 - 100 Reiatsu
C Class or Class 5 - 200 Reiatsu
B Class or Class 4 - 300 Reiatsu
A Class or Class 3 - 900 Reiatsu
S Class or Class 2 - 1500 Reiatsu
SS Class or Class 1 - 3000 Reiatsu
Techniques:
E Class or Class 7 - 25 Reiatsu
D Class or Class 6 - 50 Reiatsu
C Class or Class 5 - 100 Reiatsu
B Class or Class 4 - 150 Reiatsu
A Class or Class 3 - 400 Reiatsu
S Class or Class 2 - 800 Chakra, 600 Reiatsu
Forbidden Technique or Class 1 - 1000 Chakra, 800 Reiatsu
Quick Note: Bleach techniques use less because Bleach has less techniques, so actually Bleach is at a severe disadvantage against Naruto.
Quick note: Cero has it's own hierarchy. Traditional Cero uses 200 Reiatsu. For each level weaker, it uses 20 less Reiatsu. For each level higher, it uses 40 more Reiatsu. "Classed Cero" [Cero listed with a class] uses Reiatsu equal to that used up by the class.
VIII) Firewalling
This is a short section, and it details Firewalling. Firewalling is the act of cutting off the writer's knowledge from the character's knowledge. Your character isn't all knowing, and even though YOU may know what will happen, your character may not. For example, when someone writes a horror movie, they already know the main character will be jumped from behind. The character they are writing about does not know this however. This same technique must be practiced when we RP.
IX) Money
Money is known as Ryo. Most people start with 1000 Ryo, though there are "Types" [explained later] which give more. The Ryo is a currency which they can freely spend on anything they please. Ryo can be earned through completing Missions and Adventures, or through wagering it in fights. Sometimes people will pay you to take out other people in a battle, so that's a good way to earn money.
X) Labels
Labels are what we use to determine what mode the game is in. It's simply like an "Easy, medium, difficult" thing. It is also to determine if it is official death or not. When you create an adventure or battle or mission, or something of the sort, you must label it. NDE means Non Death Enabled. Most things will have this label. This means none of the damage you take in this event is permanent, and your energy will immediately replenish when the event is finished. DE means Death Enabled. All damage you take in this is permanent, such as losing a hand, or losing an eye. Minor cuts and injuries can simply be healed by healing magic or healing items. If you die in a DE, your character is dead forever, and you can never use him/her again. Instead, you will have to create a new one and start all over again from scratch. Adventures will have the label of Easy, Medium, Hard, or Extreme. This is not difficult to figure out. The difficulty level. Be warned, this is a huge difference between each.
XI) Canon
Every now and again an Adventure will come up with a storyline that is part of the official Canon. The Canon means the official plotline of The Forum. If you choose to participate in a Canon event with your character, a label will be placed on your profile that says "Canon". If you have this label, you cannot participate in anything, or purchase anything, until the Canon Adventure is complete. The events will be labeled Canon. Be warned, all things Canon are Hard, and they are DE.
XII) Ranks
Ranks are different from Classes. Ranks do not determine power, only status. Here is a list of the requirements of each rank, and what you can do with each. Please note, Bounts and Quincy are both criminals, and have no rank. They are measured by Stars, which is to say, Wanted Level. 1-4 in stars. 1 being lowest, 4 being highest. 1 star criminals can participate in easy, 2 star in medium, 3 star in hard, 4 star in extreme. Raising your wanted level requires committing crimes. Crime severity raises wanted level.
Naruto Characters:
Genin - No requirements. You start at this rank. Can participate in Easy Adventures. Minimum Age is 8.
Chuunin - Must be at least 12 years old. Must be at least B Class. Can participate in Medium Adventures.
Jounin - Must be at least 16 years old. Must be at least A Class. Can participate in Hard Adventures.
ANBU - Must be at least 14 years old. Must be at least B Class. Can participate in Hard Adventures.
Jounin Sensei - Must be at least S Class, or 50 TP away from S Class. Must be at least 28 years old. Capable of participating in Extreme Adventures. Jounin Sensei is a cool rank, because it allows you to create three NPC's that you can control in adventures. The NPC's are all Genin when they begin, they require training like normal characters, and they progress and are created in the exact same way. These characters take the place of your spare. [The spare is explained later.] If your Jounin Sensei character dies, you may take one of these three NPC's and use it as your new character, while the other two are donated to use by staff as NPC's.
Kage - Must be at least 28 years old. Must be at least S Class. Can kick people out of villages, can set new village laws and customs. Can create a squadron of 5 NPC's that can be controlled or sent out into adventures. These 5 NPC's follow the same system as Genin do, and must be trained to reach B class before they can be used by the kage. To reach this rank, you must also request it if there is no kage in the village, or ask the current kage to step down, and defeat that kage should he/she agree.
Shinigami:
Shinigami Hopeful - This is the rank you start out at. You are not yet part of a squad at this point. No requirements.
Unseated Officer - You have been accepted to your squad of choice at this level. No requirements.
Seated Officer - Must be at least 25 years old. Must be at least Class 5.
Vice Captain - Must be at least 25 years old, must be at least Class 4.
Captain - Must be at least 80 years old [please note that shinigami don't physically age unless they choose to], and must be at least Class 2. Can command anyone in the squad, can kick people out of squad, can set new regulations for squad.
Vizard - Not an official rank, per say. These are criminals. No authority whatsoever except among each other. Must be Class 1.
Hollows:
There are no ranks until Arrancar. At Arrancar there are these ranks.
Privaron Espada - Espada with Double Digit or Triple Digit numbers. These are people that have failed The Espada test, or were once Espada, but were removed from place by someone stronger that took their place.
Lower Espada - Must be at least Class 2. This is Espada numbers 10-5. Can use Gran Rey Cero.
Higher Espada - Must be at least Class 1. This is 4-1. Can use Ressurection Segunda, Cero Oscuras, and Cero Garandou. Ressurection Segunda is only if you are this rank and also have high speed regeneration. Powerful enough to learn Shinigami Kidou.
XIII) Adventures and Missions
These are simply large adventures/missions hosted by a GameMaster. A GameMaster is a staff member that leads people through the RPG that they create. The GameMaster posts after each post a participant makes. The GameMaster commands the NPC's[Non Player Characters] and the world. Adventures are large expansive Non Canon Storylines[though occasionally there will be a Canon] that adventurers can be led through in order to complete a single or multiple objectives. A Mission-Adventure is something that only a particular Village or Squad is allowed to do, and only a GM from that Village or Squad is allowed to create it.
XIV) Bijuu
Bijuu are so special and unique, that they needed an entire section in the rules. Naturally, to those that read or watch Naruto, there are Nine known Bijuu. Anyone of the naruto universe can become a Jinchurikki, which is someone that contains a Bijuu. To those that don't know, a Bijuu is a demon spirit that can be sealed inside a host. Each Bijuu has a number of tails which determines the power level of each bijuu. 1 tail to 9 tails. To use a Bijuu's powers, the Jinchurikki must first run out of Chakra, or take a grave injury. To become a Jinchurikki, one must request it in a PM to the admin, along with requesting a specific Bijuu. The admin will then judge if that person is worthy to receive the bijuu, and will find out if the bijuu isn't already taken. A list of available and taken bijuu can be found here. Here is a list of the bijuu, their powers, and if they are taken or not. Quick note: Mangekyou Sharingan and Rinnegan are unavailable to any Jinchurikki, except the host of The Jubi.
Shukaku - 1 Tailed Raccoon - A raccoon made of sand. The user can create massive tidal waves of sand in Shukaku form, or can just stomp down on enemeis due to being as large as half a forest. Available.
Nibi - Two Tailed Cat - A two tailed cat that is only the size of a house. The user can project massive waves of energy, and gigantic roars that can even shatter bone. Also, Nibi can shoot fireballs out of it's mouth. Available.
Sanbi - Three Tailed Turtle. Though by actual japanese legend this is supposed to be a rainbow fish, it is a gigantic three tailed turtle the size of a lake. The tails are spiked, and can smash down on foes. The turtle can release massive shockwaves of raw power with it's roars, and summon gigantic waves or floods and tsunamis of water. Available.
Yonbi - Four Tailed Rat. The Yonbi is a gigantic tour tailed rat that can release massive blasts of any four elements water, fire, wind, earth. The rat is about the size of a house. The elements are not as strong as used by Bijuu specializing in them. Available.
Gobi - Five Tailed Dog. The Gobi is a dog the size of an entire forest, and is massive with it's five tails. Besides a bark that can shatter entire buildings, or destroy villages even, the Gobi has massive powers of fire, and can do with fire what the Sanbi does with water. Unavailable. Captured by Akatsuki.
Rokubi - Six tailed Squirrel. This allows the user to do with Lightning what Gobi does with Fire or Sanbi with water. The user can also take on any size from the size of a village or smaller at will. Available.
Shichibi - Seven Tailed Phantom. This is a rather unique one, and is not an animal. It is a giant white cloaked and hooded specter with nothing but black inside the hood, and seven different animal tails sticking out. It can manipulate illusions, the illusions impossible to break. The illusions must be taken in by the senses. The size is only about that of a small cottage. Available.
Hachibi - Eight Tailed Ox. Though by actual lore this is supposed to be a snake or a dragon, the Naruto manga saw fit to make it into an ox. This ox can manipulate earth and form gigantic tremors, as well as blast massive amounts of black energy for hundreds of miles all around. It can create massive incarnations of earth, an duse them to it's advantage. Available.
Kyuubi - Nine Tailed Fox. This is a gigantic nine tailed fox the size of a forest. It can use all the powers of the bijuu listed before it. It's only unique power is a massive blast of roaring orange energy superior to that of the other bijuu. Available.
Jubi - Ten Tailed God. A massive creature bearing the body of a dragon, with the heads of all the previous nine Bijuu. It has all their powers multiplied by a thousand in strength, as well as all the powers of Rinnegan and Sharingan. Also known as The Tengu Beast, which gave the Rikudo Sage the title "Tengu King". Can only be obtained by the person that successfully becomes the host of all nine other Bijuu by capturing them or extracting them from their various hosts.
XV) Keke Genkai
Naturally, Naruto fans will want to have Keke Genkai, [Bloodlines] such as Sharingan from the Uchiha clan or Bone usage from the Kaguya clan. To get a bloodline, request to get it, and the admin will set up a Gauntlet you must go through. Each level will have stronger and stronger usages of the keke genkai you are going for. Each level you beat, you unlock that level of the keke genkai. For the special technique, known as Mugen Sharingan, this can only be obtained by first, defeating the one possessing this power, and second, obtaining the Jubi.
XVI) Uniqueness
I imagine most people will be using almost the same thing since most people have the same likes and dislikes. Your character will be rejected if not unique enough.
XVII) The Vaizard and The Mangekyou Sharingan
Vaizard is what the Vizard company is called to those that do not know. If you are a Vizard, or plan to become one, naturally you will be wondering how the mask works. It won't last forever, this much is obvious. Other then massively increasing speed and power, the mask can expand so the vizard moves into Secondary Hollow Form, which is when they take on a full body hollow look with massive powers. Anyway, The Vizard Mask is a Class 2 technique. It doesn't cost any Reiatsu until it shatters. Normally, it shatters after 4 of the user's posts. However, if the user has unlocked the secondary hollow form, this mask can stay on them for 11 of their own posts. After shattering, the Reiatsu the user is supposed to give up is subtracted from their remaining Reiatsu. No Reiatsu is used up in any Vizard Form. All Reiatsu that's supposed to be used up is also taken away after the mask shatters. The secondary vizard form shatters after 7 of the user's posts. It multiplies their speed and power by well over a thousand fold. It gives them Sonido, and their ordinary cero alone can surpass a cero oscura. Now for Mangekyou Sharingan. The Mangekyou Sharingan is a very difficult technique to unlock. However, when you unlock it, there are some unique rules to it. The wielder's eyesight does not fade with time, but rather, with usage only. Using Mangekyou in any way 20 times results in blindness. Tsukuyomi and Amaterasu both count as once, but Susano'o counts as twice. The user's vision fades 5% with each usage of Tsukuyomi or Amaterasu. Susano'o takes 10% of vision per usage. Susano'o also immobilizes 30% of the user's body and sets their cells ablaze in pain after 2 posts of the user. This increases to 80% after 4 posts. The user no longer feels the effects other then chakra loss of Mangekyou Sharingan, plus their vision is restored, after they unlock Perfect Mangekyou.
XVII) The Seven Swordsman of The Mist
Naturally, people may wonder about these swords too. The Naruto universe has yet to reveal all of them, and so some of the blades will of course, be custom. Anyone can request to become a swordsman[so long as they are from the mist.] Whoever tries to become one will be tested. Here is a list of swords and availability.
Sword 1: Jinsoku Shirogane (Quick Silver)
Current Owner: None
Ability: Metal/Liquid Metal Enhanced Element
Description: A customized straight bladed Nodachi with a large barrel on the backside of the blade. A trigger is fitted at the base of the hand guard to fire relatively normal metal pellets. There are 4 chakra seals decorating the hand guard, depending on the seal that is aligned with the barrel, the pellets can be transformed at the users will before firing by using chakra. The handle is hollowed out to hold 6 pellets at a time. The four different firing styles are:
Piercer- The pellet will change into a needle like shape with chakra compacted into the pellet, capable of piercing through concrete walls and light armors.
Scatter- Chakra will split up the pellet into multiple projectiles. Scattering out as they leave the barrel.
Liquid Trap- The pellet will melt into a semi-liquid form and harden on contact with an object, forming a heavy restraint.
Liquid Burn- Pellet will turn into a fully liquid form and conduct a rapid friction upon exiting the barrel. The friction is capable of eroding through normal metals with ease, and cause severe burns on flesh. (does not erode other special weapons such as zanpakuto and other swordsman blades.)

Sword 2: Samehada (Shark Skin)

Ability: Chakra Eating
Description: It has the appearance of a giant knife covered in shark scales. It also has the ability to "eat" chakra. Unlike other swords, it doesn't cut, but actually shaves ribbons of flesh off of foes just like shark's skin. Spikes jut out of the handle when anyone other than the rightful owner tries to pick it up.

Sword 3: Kubikiri Houcho (Decapitating Carving Knife)

Ability: Enhanced Taijutsu
Description: A giant knife with a butcher-knife-like appearance, the wielder can use the hole on the blade to grab an opponent's head and decapitate them. It has a detachable handle to make it easier to carry around.

Ability: Depth Perception
Description: A bandaged double-handled sword. It can manipulate the depth perception between itself and an opponent by focusing chakra into the blade. Using this technique makes the range of the blade seem unpredictable.

Description: Twin pikes which resemble dragon fangs. The wielder can use the pikes to channel lightning release techniques. They can also conduct lightning as well.

Sword 6: Shiken

Ability: Invisible, retracting blade
Description: A blade that is sheathed in a gauntlet with leather to protect small portions of the hand and a few steel plates on the center of the back of the hand. The blade folds out to four times it's size by tilting the wrist back, causing the blade to spring out and lock. The blade begins to turn invisible after the 2nd segment is revealed if chakra is applied to the blade.

Sword 7: Tsuiho

Ability: Fire Enhanced Element
Description: A square shaped great sword with a split down the middle of the blade. The sword also has several small holes down the sides of the blades. Squeezing the handle causes a flammable fume to flow out of the slots. When swung the blades will split apart and expose a large fan while releasing a slight sparking effect. This fan can magnify fire attacks greatly.
